The American Public Power Association (APPA) has asked the Environmental Protection Agency (EPA) to provide comprehensive information as early as possible to APPA and others on the federal implementation plan (FIP) that the EPA is expected to propose this summer and finalize by the summer of 2016. The environmental agency has said it will issue the federal implementation plan as part of its plan to regulate carbon dioxide emissions from existing fossil fuel-fired power plants under the Clean Power Plan.
